The aim of the Comenius programme gives impetus to educational innovation and improvements by professionals in higher education. With the Comenius Leadership Fellow-grants innovation projects with a duration of three years can be financed.
The projects can give an impulse to educational ambitions as formulated in the strategic (educational) agenda of the own institution. In contrast to the Teaching and Senior Fellows there are no themes for the Leadership Fellow grants.

Applications can be submitted by education professionals working in publicly- funded higher education institutes in the Netherlands. Each institution may only submit one Leadership Fellow application.
The Leadership Fellow must have at least seven years of teaching experience in higher education, possess educational leadership qualities and have a demonstrable impact on the teaching climate at their own institution.

A budget of 500.000 euro is available for each project. The requested budget may not exceed 500.000 euro and may not be less than 450.000.
Applications can be submitted for projects with a duration of at least 36 months and at most 42 months.

Criteria
The full applications will be assessed on the basis of the following main criteria:
- The innovative nature of the project
- The expected results of the project
- The quality of the project plan
- The educational profile of the applicant(s)

Procedure
The applications admitted for processing are submitted to a number of independent (international) referees for commenting. These serve as input for the preliminary assessments of the committee members (pre-advisors). The applicant receives the preliminary assessments and is given five working days to formulate a response.
The application files (consisting of the original application, the referees’ comments, the preliminary assessment and the applicant’s response) are then sent to the assessment committee. The committee assigns a score to each application and prioritizes the applications. The (maximum) 8 most promising applicants are invited for an interview with (a delegation of) the assessment committee.
The assessment committee prioritizes the proposals and advises the Programme Committee Higher Education on the applications to be honoured.

Research data management
Responsible research data management is an essential component of good research practice. Prepare a data management plan after the grant is awarded and before the project starts.
Applications must be submitted through the ISAAC application and reporting system. If you do not have an ISAAC account yet, then please create one at least one workday in advance. More information about writing a proposal and which forms you need to use can be found in ISAAC. Please download and use the forms in ISAAC. Below you will find examples of the required forms.
The applicant indicates that they will submit an application in this round by means of a letter of intent. Timely submission of a letter of intent is a prerequisite for submitting an application.
In the application the project proposal is described, including a problem formulation, substantiation of the innovative nature and the expected outputs, a professional statement and a project plan. Along with the application a budget form is submitted.
The letter of intent is filled in directly in ISAAC. There is no separate form available.
There is a standard form for the application. The statement of the Executive Board and (when applicable) a ‘letter of commitment’ for co-financing and/or matching can be submitted together with the application as one PDF file.
A separate Excel budget should be submitted with the application.
